Loto-Québec Reports $6M Year-Over-Year Net Income Increase Halfway Through FY

Halfway through the 2025–26 fiscal year (April 1–September 29, 2025), Loto-Québec released its financial results. Total revenues came to CAD $1.532 billion, and consolidated net income was CAD $777.5 million, up $27.6 million (1.8%) and $6.2 million (0.8%) from the previous year.

“I’m proud of our performance, which was delivered in a complex economic context and maintains an upward trend,” said Jean-François Bergeron, Loto-Québec’s President and CEO. “We succeeded through our ongoing commitment to sound management and our teams’ excellent work.

“We’re well-positioned to meet our annual net income target. Building on these positive results and driven by our initiatives underway, we head into the second half of the year with confidence and determination.”

 

Increases in Net Income and Total Revenues

Lottery games brought in CAD $467.4 million, gaming institutions brought in CAD $417.9 million, while casinos and gaming halls brought in CAD $657.4 million. A Loto-Québec spokeswoman clarified that "gaming establishments" refers to games that are available outside of buildings, such as bingo, Kinzo halls, sports betting, and video lottery machines in pubs.

"While the land-based casino industry is experiencing reduced momentum, our casinos and gaming halls are progressing, both online and on-site. This shows that our varied entertainment options appeal to our customers,” said Bergeron.

 

$50M Divided 14 Ways

Since the fiscal year began, 70 lottery millionaires have been crowned, including 14 members of the small Basse-Côte-Nord hamlet who won the $50 million Lotto Max jackpot during the summer quarter, according to Loto-Québec.

Both the Rimouski gaming hall's construction and the hotel project at Casino de Montreal are "progressing" in terms of planning and preparation. The company revealed earlier this month that a fourth gaming hall would open in Saguenay.

 

Reaction of the Quebec Coalition

In response to the financial statement, the Quebec Online Gaming Coalition, which is in competition with Loto-Québec, the province's sole legal entity for online gaming, pledged to collaborate with the Quebec government and local stakeholders to create an Ontario-style regulatory framework for the province:

"Loto-Québec claims to control about 50% of Quebec’s online gaming market, yet its financial statements do not disclose any specific figures for its online gaming revenues,” said Annick Bergevin, Coalition spokesperson. “Without hard numbers, this claim cannot be verified, nor can the public assess whether that market share is growing or declining. These are legitimate questions that Quebec taxpayers are entitled to get answers for when trying to evaluate Loto-Québec’s performance in the online gaming sector.”
